Registering the institution in the Licensing Platform via the National eLearning Center according to article IV of the Implementing Licensing Regulations for eLearning and Training Programs.

- Institution License: It targets educational and academic institutions, training institutions, and companies that provide eLearning programs, such as universities, schools, and training centers.
- Program License: It targets eLearning programs offered by institutions, including academic or training materials or courses that end by granting an accredited certificate or by completing a specific educational level according to the Saudi Standard Classification of Education.
- How to apply for eLearning Platforms License?
Apply for Institution license for platforms according to the platform domain (learning or training), and program license for each program on the platform. - What are the institutions that provide a license to practice education or training activity?
The institution to which the institution applying for the license belongs, such as:
Ministry of Education, Technical and Vocational Training Corporation, Saudi Commission for Health Specialties and others.
- Is the institution that does not provide eLearning required to obtain a license from the Center?
No. - How to track the request status?
Through your account on the Licensing Platform:
Click on (Dashboard), then (Requests) and then (Track My Request).

- How long does the license last?
The license is valid for (4 years) and can be renewed, provided that the renewal request is submitted at least 6 months prior to the license expiry date. - Can I apply for institution license and program license at the same time?
No, as the institution license is a prerequisite to obtain the program license.
- What are the cases that cause the suspension of a program or institution license?
The license is suspended after receiving a warning from the NeLC if the licensed institution violates one of the eLearning controls. For more information, you can refer to the implementing rules (here).

- What is meant by obtaining institution license?
The National eLearning Center grants the learning or training institution a certificate upon fulfilling the institutions standards to be able to apply for Program License to provide eLearning programs. - How long does it take to obtain the license?
15 working days.
- Is having a license by a competent authority is required to obtain the NeLC license?
Yes. - In the event that the institution applied to obtain institution license, and is now in the process of applying for program license, while providing courses currently, is the activity suspended until the institution’s license procedures are completed, or is it possible to provide the courses until the end of the licensing procedures?
The activity is not suspended if the institution commits to fulfill the requirements of each phase.

1 Course: (1000 SAR review and evaluation fees in addition to 500 SAR compliance and quality control fees to be paid annually).

The licensed institutions and programs compliance to apply the online learning standards issued by the National eLearning Center to raise the quality of eLearning practices.

Ensure the licensed institutions and program compliance with the online learning standards and evaluate the quality of practices periodically according to a specific methodology throughout the validity period of the license.

What are the institutions that are subject to the quality and compliance measurement?
The licensed learning and training institutions by the National eLearning Center.When does measuring quality and compliance start?
Once the institution obtains the program license. -
Who is the communication officer?
The person authorized by the institution (The Institution Representative) or the person authorized by the representative.
- When is the purpose of measuring quality and compliance?
Enhance the reliability of eLearning practices by ensuring the compliance of the learning and training institutions with the online learning standards which leads to enhance the quality and efficiency of eLearning programs. - When is the methodology of measuring quality and compliance?
Measuring quality and compliance for licensed institutions and programs is done by:- Ensure the compliance witj applying the standards.
- Provide a feedback report.
- Evaluate the level of quality and compliance.
- What are the consequences if the institution does not comply with the online learning standards?
In the event of institution’s non-compliance to the online learning standards, the article IX of the National eLearning Center’s Licensing Regulations and the Implementing Rules published on NeLC portal will be applied.
